Representative Phillips moved and asked unanimous consent that the             
House consider the Senate message (page 4100) on the following at              
this time:                                                                     
                                                                               
CS FOR HOUSE BILL NO. 299(FIN) am                                             
"An Act relating to revocation of a driver's license for illegal              
possession or use of a controlled substance or illegal possession or           
consumption of alcohol by a person at least 14 but not yet 21                  
years of age; to fees for reinstatement of a driver's license; and             
providing for an effective date."

There being no objection, it was so ordered.                                   
                                                                               
Representative Phillips moved that the House concur in the Senate

S, and recommended that the members vote yes.                                  
                                                                               
The question being:  "Shall the House concur in the Senate amendment
